BBN model for Risk Assessment

What would appropriately represent the attached table (Excel file) in Genie? Either an influence diagram or a simple Bayesian network! Your help will be appreciated. It's for the risk assessment of a hydropower Dam .

It seems to me that this is a data set that you can use to train a Bayesian network. An influence diagram would require explicit decisions and also a utility function. Your data set is small (34 records) and you cannot really learn anything useful from data alone. If you create a BN model based on (your?) expert knowledge, you could use the data set to refine the model parameters perhaps.
