Is there any tutorial for DBN in Genie? Can one use Genie to learn parameters from a DBN?

There's no tutorial, but basic DBN concepts are explained in the GeNIe's help file - see Elements of GeNIe/Dynamic Bayesian Networks. Alternatively, you can just search for the term 'DBN'.

Is the version which supports DBN already developed? (31 march+2 weeeks =14 apr<18 apr). If it is, can you make it available?

No, we had to shift the prioritites. There was also some low hanging fruit :)
