For the proper functioning of the EM algorithm is better to have the network built or just simply take the nodes and then create a network?

For the proper functioning of the EM algorithm is better to have the network built or just simply take the nodes and then create a network?

The EM only learns parameters, so you'll need the network structure (arcs) before EM runs.
