is there a way to find the set of decision that maximises the value based on different characteristics accross a network ? is it a possible to know which part of the network maximizes the value for the same set of decisions ?
Does smile have this feature ?

I have just responded to your question on decision trees. Influence diagrams in GeNIe and SMILE can do everything that you can do with a decision tree and, in particular, identify the values of decision variables that maximize your expected utility. This can be done for multiple decision variables and complex multi-attribute utilities (MAU). To use this functionality effectively you need to understand first the relationship between decision trees (with which you seem to be familiar) and the influence diagrams that GeNIe/SMILE implement. Clemen's book might be a good start.
