can we say the sensitivity analysis in GeNIe is "sensitivity to parameters"? And if the result is out of experts' expectation, this may indicate errors in the structure or CPTs, and researchers should revise it? please see the attached reference.

You are pretty much right. The paper of Coupe and van der Gaag looks at this problem precisely the way we do. GeNIe calculates the derivative of the posterior probability in question taken over each individual parameter. The algorithm GeNIe's implementation is based on is described in Kjærulff and van der Gaag (2000). You can find the precise reference in GeNIe manual.
